I've always wondered what the sky must have looked like before artificial lighting polluted the night.

Lovely use of traditional media. Your colors are incredibly vibrant, and yet they all retain the proper muted night feeling. This picture is so peaceful because of the coloring. Reminds me of the lack of noise of the countryside.
The composition itself is brilliant. The long stretch of sky before the girl becomes visible really helps set the atmosphere and remind us how big everything is. Then the tiny village visible at the girl's feet really adds to the surreal, dream quality of the picture. It's a gentle dream, but something fantastical nonetheless.
Finally, your main carachter is wonderful. The design for her dress is out of this world. It's so beautiful, and yet cute enough to help to add to the dreamy feeling. She seems more like a young child hoping for the falling star than a full grown woman. Her pose just adds to this, with the eagerness in her upturned eyes, and hand gripping her necklace. The hair looks a little unnaturally smooth, but water colors don't give you a lot of room to work with. Also the shape of her hair reflects and compliments the balance of the dress.
